Earning Culture

Every city keeps all the cultureCulture it makes for its own borders. Only part of it reaches your empire's culture bank, the culture you spend on governments, policies and religions. The number on the top bar is what you bank each turn.

Your best cities fill the bank

  • Each turn your cities are ranked by the culture they made, best first.
  • Your best city banks 60% of its culture, your second best 51%, your third 43.35%, and each one after that 15% less than the one before it.
  • So a small empire of strong cities turns far more of its culture into policy than a sprawling one: four similar cities bank about 47.8% of their culture, sixteen about 23.14%.
  • A city's culture tooltip shows its rank and what it banks.
  • Culture from a founding, a capture, a village or an event banks 60%.
  • Some policies raise the share every city banks.

Spending it, and selling it

  • Governments, policies, wildcard slots and a state religion are all paid from the bank, each priced up by the age you have reached. Nothing drains it otherwise: it only grows.
  • With nothing left to buy, slot Sale of Titles: while it stands, what your cities would bank each turn is sold for gold instead, 3Culture for 1Gold, paid with your other income. The bank itself keeps what it holds, and your cities keep all of their culture for their borders.
